The presidential plenipotentiary envoy in the North Caucasus Federal District, Alexander Khloponin, has proposed expanding the powers of the authorized representatives in order to improve their efficiency. There is need for reform of this institution, which has existed in Russia for almost 12 years, Khloponin said. "It is obvious that the institution of authorized representatives is necessary nowadays. With such a vast country with such vast areas it is important to control the territory - the representatives connect different regions of the country," Khloponin said in an interview to RIA-Novosti.
At the same time, in his opinion, there are opportunities to improve efficiency by expanding the powers of the authorized representatives. He proposed changing the structure of the embassy, to make it more efficient and grant "more real powers" at the expense of unnecessary structures, through devolution of many federal agencies that are represented in the subjects.
According to Khloponin, he would increase his efficiency by 80% in the capacity of vice-premier, which makes it easier to solve tasks.
