State authority decline in North Caucasus

The city of Pyatigorsk has concluded the forum on challenges and potential for development of the North Caucasus, organized by the North Caucasus Institute of the Russian Presidential Academy of National Economy and Public Administration, Territory of Contrasts reports.

Attendees of the forum expressed views on the staff potential of the region. Yuri Oleynikov, Deputy Presidential Plenipotentiary Envoy to the North Caucasian Federal District (NCFD), emphasised staff potential. He announced a roadmap for socio-economic problems and their solution. The project was approved by Plenipotentiary Envoy Alexander Khloponin and Russian President Dmitry Medvedev. It is under consideration of Prime Minister Vladimir Putin.

Oleynikov said that state authority influence in the region is declining. The struggle for power will increase. Dagestan causes the biggest concerns due to its multiethnic and multi-religious nature. Problems may occur during the elections. A scenario for further development of the situation is being composed.
