NATO Secretary General Anders Fogh Rasmussen cannot attend the conference on missile defense set for May in Moscow, but a high-ranking official will represent the alliance, Interfax reports.
Rasmussen explained that he will be busy preparing for the NATO summit in Chicago, as stated by NATO spokeswoman Oana Lungesku for the upcoming session of foreign ministers of the Russia-NATO Council.
