Naryshkin proposes formation of Eurasian Parliament

Russian Speaker of Parliament Sergey Naryshkin has proposed the formation of a Eurasian Parliament based on direct democratic elections, RIA Novosti reports.

Presidents Dmitry Medvedev (Russia), Alexander Lukashenko (Belarus) and Nursultan Nazarbayev (Kazakhstan) signed a declaration on Eurasian economic integration in Moscow in November 2011 to form the Eurasian Economic Union by January 1, 2015, Naryshkin reminds at a meeting with Kazakh teachers and students at the Eurasian Institute named after Gumilyov in Astana.

Formation of the Eurasian Parliament requires gradual transformations of the Interparliamentary Assembly of the EurAsEC into the Eurasian Interparliamentary Assembly. The idea belongs to Kazakh President Nazarbayev, Naryshkin emphasizes.

The Eurasian Economic Commission was launched on February 1. It will harmonize national legislatures.

The Russian speaker says that publicity needs to be involved in the process to form recommendations for the Supreme Eurasian Economic Council, send requests to the Eurasian Economic Commission, Eurasian Court and parliaments of states.

Kyrgyzstan and Tajikistan are taking part in cooperation.

Naryshkin noted that he visited Ukraine and discussed the project with its MPs.

The official reminded that signing of a full-fledged treaty on Eurasian Economic Union in 2015 requires preparations in 2012-2014. It will base on the Customs Union, Single Economic Space.

Russian prime Minister Vladimir Putin said in early October 2011 that the Eurasian Union will not be a revival of the USSR or a replacement for the CIS. It will be a link between Europe and the Asian-Pacific Region. Nazarbayev and Lukashenko expressed their views on the initiative.

Head of the Russian parliamentary committee for CIS affairs leonid Slutsky said that formation of the Interparliamentary Assembly of the CIS may start in St. Petersburg on May 15.
