Russian Constitutional Court will not fine protesters

The Russian Constitutional Court believes that excess of protesters at a mass meeting is not a reason to punish its organizers, RIA Novosti reports.

A Tula local, Sergey Katkov, filed a complaint according to article 20.2 of the Constitution on meetings due to excess of people protesting. Judge Valery Zorkin read his decision out on Friday.
