Putin appoints plenipotentiary envoy to UFD

Russian President Vladimir Putin has signed a decree appointing Igor Kholmanskikh, a supervisor at Uralvagonzavod, as the Plenipotentiary Presidential Envoy to the Ural Federal District (UFD), according to article 83 of the Constitution, RIA Novosti reports.

Kholmanskikh was offered the position last week. Putin met Kholmanskikh during his Q&A show in December 2011. The Ural factory worker offered Putin to arrive in Moscow with fellow workers to drive opposition protesting against parliamentary polls out. Putin visited Ural on May 10, making the first visit since becoming president on May 7. He invited Kholmanskikh to his plane and talked about the live and working conditions.

Yevgeny Kuyvashev, Plenipotentiary Presidential Envoy to the UFD, resigned on May 14. He was the envoy since September 2011. He has become the Acting Governor of Sverdlovsk Region after resignation of Governor Alexander Misharin.
