US considers attacking Syria without UN permission

The US has little hope for settling the situation in Syria peacefully, US representative to the UN Susan Rice said. She held a three-hour consultation at the UN Security Council and concluded that the Syrian government would not fulfill the cease-fire plan, RIA Novosti reports.

The US diplomat said that the plan of Kofi Annan, special envoy of the UN and LAS, has little chances of fulfillment by Syria.

Vitaly Churkin, Russian representative to the UN, said that the best way to avoid the catastrophe is to fulfill the plan, which requires the efforts of everyone.
