The Finance Ministry and the Ministry for Economic Development have failed to determine whether to pass the program for the Far East or the North Caucasus first and stopped their development, Gazeta.ru reports.
The government is to approve the plan for 2012 which will be the preliminary schedule for passing of strategic documents, such as the budget, strategy and state programs.
The Ministry for Economic Development says that the program for development of the Far East and Siberia were not included in the plan due to formation of the Ministry for the Far East.
The fate of the program for the North Caucasus is unclear. According to one theory, it was postponed for early 2013. The initial version of the program had excess of financial demands. Officials discuss composition of an independent federal purpose program for projects of the North Caucasus worth trillions of rubles basing on state and private partnership.
