Federation Council members in Russia to become more independent

Russian President Vladimir Putin introduced a bill adjusting the order of senator elections. Work on the document for elections of senators was concluded in mid-May. It is related to the law on governor elections, RIA Novosti reports.

The lower chamber of parliament will consider the bill in the first reading in autumn. Speaker of the Federation Council Valentina Matviyenko predicted that the bill would be passed on January 1, 2013.

The reduce the age requirement for membership in the Federation Council from 30 to 21 years. A candidate needs perfect reputation and residence in his/her region of 5 years. People with grave criminal records and extremism cannot become senators. Candidates for senator are introduced at governor elections. Every candidate for governor introduces 3 candidates for senator.
