Changes in Azerbaijani electoral code will not affect democratic character

Changes to the Azerbaijani electoral code will not have negative
effects on the electoral process, the head of the Central Election
Committee (CEC) of Azerbaijan, Mazakhir Panakhov, said, Trend reports.
He said that Azerbaijan is the only country offering financial
resources for election candidates.


On June 18th the 33 changes to the electoral code were passed. They
include the practice of financial aid for parliamentary candidates,
changes of election dates to be announced from 75 to 60 days before
the voting, approving district election lists 55 days prior to
elections and 50 days for their publishing.


He also touched on the issue of international observers, saying that
Azerbaijan is interested and promotes clear and democratic elections,
all monitoring organizations are welcome.


Azerbaijan plans to hold parliamentary elections on 7th November 2010.
The previous elections were held in November 2005. Azerbaijan is using
the first-past-the-post voting system in 125 electoral districts.
