Russian Interior Minister Vladimir Kolokoltsev said in Penza that control over foreigners in Russia should be constant, RIA Novosti reports.
Law-obedience should be the key criterion for foreigners, he believes. The Interior Ministry and the Federal Migration Service need to prevent ethnic organized criminal groups from entering the country, Kolokoltsev says. The minister urged information exchange to realize the idea.
