The River Kura flowing through Turkey, Georgia and Azerbaijan will help the three states form a union, Governor of the Ardagan Province in Turkey Mustafa Tekmen said, 1news reports.
The other two states approve the Turkish governor’s idea. Turkish President Abdullah Gul previously encouraged realization of the plan.
Realization of the Baku-Tbilisi-Kars Railway project would contribute to the union of the three states.
The governor added that Armenian participation in the project would only be possible if it withdraws from the occupied territories of Azerbaijan.
