Vlasov urges dialogue of Chechen and Ingush leaders

Chechnya plans to form a bilateral commission to set the administrative borders of Ingushetia. The border issue was discussed at a session of a special working group headed by Chechen Speaker of Parliament Dukuvakha Abdurakhmanov. The commission was formed by Chechen Leader Ramzan Kadyrov, the Chechen parliament reports.

Magomed Muzayev, head of the archive directorate of the Chechen government, said that the commission will study and confirm the state of the administrative borders before the republics united.

Kadyrov believes that Ingushetia acquired some of Chechnya’s lands. Ingushetia accused Chechnya of organizing a special operation on Ingush territory after the attack on Kadyrov’s hometown.

Alexey Vlasov, Editor-in-Chief of Vestnik Kavkaza and Director General of the North-South political center, said that such statements bring sides to a dead end. Ingush and Chechen leaders Yevkurov and Kadyrov need to start a dialogue before they reach a conflict.

The federal center should work on rapprochement, Vlasov says.

The two republics are in dispute over the Sunzhensky District that both Chechnya and Ingushetia claim to be theirs. Two administrations were formed for the Ingush and Chechen villages in 1992. Ingushetia moved some police stations deeper into Chechen territories in 1997. Presidents Aslah Maskhadov and Ruslan Aushev resolved the problem peacefully and the police stations moved back. Ahmad Kadyrov and Murat Zyazikov signed a protocol on the jurisdiction of villages in the Sunzhensky District in March 2003.

Plenipotentiary Presidential Envoy Dmitry Kozak received a Chechen request to set the administrative border in summer 2005. A special commission was formed but no border changes were made. Chechen Speaker of Parliament Dukuvakha Abdurakhmanov said in April 2006 that the two republics should merge into one. Chechen President Alu Alkhanov approved the idea.
