Dagestani leader calls North Caucasus underfinanced

The North Caucasus is very underfinanced and demands to “stop feeding it” have no grounds, Dagestani Leader Magomedsalam Magomedov says. The official noted that Dagestan had the lowest budget support. Each local citizen gets a little over 20,000 rubles of budget support annually, compared with an average of over 50,000 rubles in Russia, RIA Novosti reports.

Magomedov believes that economic boost can be achieved through lift of infrastructure limitations, development of communications. The program for development of the North Caucasus Federal District may be adopted in December to solve most social problems, he says.

North Caucasus regions will receive additional 20 billion rubles in 2012-2013, Russian Prime Minister Dmitry Medvedev said at the governmental commission on socio-economic development of the federal district in Makhachkala on October 2. The federal purpose program Russia’s South will provide additional 2 billion rubles to conclude construction of infrastructure projects at the Kavkazskiye Mineralniye Vody. The NCFD will receive 12 billion rubles in 2012 and 6 billion in 2013.

Adjustments for the federal purpose program of Chechnya will be made for 2012 and for Ingushetia until 2016.

Medvedev pointed out healthcare problems in the region. He reminded that the NCFD had the highest death rate, exceeding the average rate in Russia twofold.
