The Russian parliament will have the final reading of the bill obliging foreign workers of housing, utilities and trade to know the Russian language at a basic level, Vesti reports.
Foreigners may receive certificates after passing tests or a document of education issued in their homeland or a document issued on the USSR territory before September 1, 1991.
