The Federation Council of Russia has ratified the protocol on presence of forces on CSTO territories and military facilities on territories of non-CSTO states. Bases will only be allowed after consultations with CSTO members.
Armenia, Belarus and Tajikistan have already ratified the protocol. Kazakhstan and Kyrgyzstan are having parliamentary procedures.
