State Duma approves upper house reform

The State Duma (the lower house of the Russian parliament) approved a project to reform the upper house on Tuesday. The bill was proposed by President Vladimir Putin in June. 

According to the document, the procedure of delegation of senators to the Federation Council will change but remain indirect. 

Anyone found guilty of promoting Nazi symbols or extremism will not be allowed to enter the house.
