Dagestani Leader Magomedsalam Magomedov attended a coordination council for order maintenance and said that prevention of kidnappings in the republic was poor. He noted that there had been 30 kidnappings in 2011 and only 9 people were found. There were 25 kidnappings in 9 months of 2012 and only 9 cases solved.
Mirzabala Mirzabalayev, deputy head of the Investigative Directorate of the Russian Investigative Committee in Dagestan, expressed concerns with kidnappings by people wearing camouflage. The local population believes that the police were involved in the kidnappings. 15 criminal cases were initiated in Dagestan in 2012 on involvement of police officers.
Initiation of criminal cases over 17 reports of kidnappings were declined. 15 of them were reportedly detained by the police.
The session of the council was attended by head of the Presidential Administration of Dagestan Gasan Idrisov, Secretary of the regional Security Council Magomed Baachilov, Chief Federal Inspector of the office of plenipotentiary presidential envoy to the NCFD Vasily Kolesnikov, Deputy Chief of the office of the inter-department group of the National Counter-Terrorism Committee Andrey Jidovlenko, Chairman of the Dagestani Public Chamber Gamzat Gamzatov and police authorities.
