From 2015 all foreigners coming to Russia from countries that do not require visas will have to be medically insured. These regulations will concern citizens of the 37 countries that nave a no-visa agreement with Russia, including Armenia, Azerbaijan and the CIS countries of Central Asia.
For visitors from countries with a visa-regime medical insurance has always been mandatory.
