The Justice Ministry has developed a bill to make drunkenness an aggravation of criminal acts.
According to the Interior Ministry, there were 263,200 crimes committed under alcohol intoxication in 2011, exceeding the number in 2010 by 11%. The number of crimes committed under narcotic intoxication totaled 18,800 (+27.4%).
152,800 (+16.9%) and 12,400 (+33.2%) of such crimes were committed in the first half of 2012 respectively.
