Constantine Romodanovsky, Chief of the Federal Migration Service of Russia, has signed regulations allowing Muslim females to wear hijabs on photos of their documents.
The face should still be seen clearly, eye glasses clean. Photos made with sun glasses or eye cover will only be allowed with medical prescriptions. Migrants will need to give fingerprints when looking for a job in Russia.
