Russian Regional Policy Minister Igor Slyunyayev says the government should encourage repatriation of the Russians, who currently live abroad, in order to combat population decrease.
"The main problen we are facing is depopulation. If we do not solve this problem, all other problems will once become obsolete," the minister said.
Russia is the country of the so-called demographic abnormality. It has a rather low birth rate as in highly-industrialized countries, but a high death rate as in developing countries. This fenomenon (together with massive immigration in the last 20 years) explains rapid population decrease in the majority of Russian regions.
