The Russian presidential authorized envoy to the North Caucasian Federal District, Alexander Khloponin, offered the Cossacks of Kabardino-Balkaria to help the authorities to enforce order and security in the republic, RIA Novosti reports, citing the envoy’s representative for interior policy issues.
In an armed assault on Baksanskaya hydro-electric plant on Wednesday morning, 3 facilities were blown up. Khloponin urged Cossacks to aid in keeping order in the republic. The Cossacks gave a positive reply.
