Russian president proposes mixed election system

 

Russian President Vladimir Putin has proposed a parliamentary election system where half of MPs would be elected according to party lists and half in single-mandate districts.

The electoral lists will include optional federal officials (up to 10) and several regional groups. The minimal number of regional groups will drop from 70 to 35. The number of MPs elected through party lists will drop from 450 to 225. The list may be reduced to 200-300 candidates (currently 600).

The borders of single-mandate districts will be reconsidered once in every 10 years.
