Kulishov becomes head of Russian Border Guard Service

Colonel-General Vladimir Kulishov will replace Vladimir Pronichev as the Chief of the Russian Border Guard Service and First Deputy Director of FSB, ITAR-TASS reports.


Kulishov was born in the Rostov Region on July 20, 1957. He graduated at the Kief Institute of Civil Aviation Engineers and worked at an aviation factory in Rostov-on-Don. He started service at state security structures, graduated at the USSR Higher School of KGB in 1982. He worked at the central office of FSB in Moscow in 2000. He became the Chief of the FSB Directorate of the Saratov Region in July 2003, first deputy head of the Department for Terrorism Control of FSB in 2004, head of the Chechen Directorate of FSB. In August 2008, he became the Deputy Director of FSB, deputy head of the office of the National Counter-Terrorism Committee.
