Suspected attackers on Boston Marathon were raised outside Chechnya, Kadyrov's spokesman says

The Tsarnayev brothers, who allegedly launched a terrorist attack on the Boston Marathon, were raised outside Chechnya, Alvi Karimov, the spokesman for Chechen president Ramzan Kadyrov, says.
The Tsarnayevs left Chechnya long ago and used to live in Kazakhstan. Only then did the family move to the United States, Interfax reports.

"This means that these people were not raised in Chechnya and only those who raised them are responsible for their deeds," Karimov says.
