A draft plan for a counter-terrorist and anti-crime program for the North Caucasus Federal District has been drawn up and should be approved within the year, RIA Novosti reports, citing the deputy aide of the president's representative in the region.
President Dmitry Medvedev ordered the drawing up of the plan following the dual terrorist attack in the city of Kizlyar, which took lives of 12 people. The aide announced that the plan consists of five stages, providing for the development of anti-terrorist legislation, effectiveness of security and prevention measures, as well as the promotion of tolerance in the volatile region.
