The Mayor of Moscow Yuri Luzhkov proposed to solve the problem of extremism and terrorism in the North Caucasus by developing agriculture in the region instead of tourism, Interfax reports.
In his article, published in ‘Rossiyskaya Gazeta’ on Thursday, Luzhkov observes the problem of drought in Russia and the ways to solve it. He proposed the restoration of the old irrigation systems and the construction of new ones in the drought zone.
He clarified that the zones are Zavolzhye, Transurals, south of Western Siberia and the North Caucasus where good harvests can be achieved through proper irrigation.
Luzhkov said that creating an agricultural class, organizing a clear system of purchase and sales and processing industry will rid the Caucasian region of extremism and terrorism.
