Russian president reads budget message

 

Russian President Vladimir Putin has read the budget message, a procedure preparing the federal budget. The document gives priorities for the upcoming financial year, with account of orders given on May 7, 2012.

The president noted that the main reserves should come from increase of efficiency of expenses and structural reforms of the social field. He demanded development of the budget strategy until 2030 to be completed in 3 months.

Putin pointed out clarity of the pension system and non-budget funds. He reminded that the federal treasury will be under cash servicing of all non-budget funds on January 1, 2014. He ordered the executives to set a volume of money needed for the National Welfare Fund to cover deficit of the Pension Fund.

The president wants citizens to choose where to transfer 4% of insurance payments, whether to the distributive of the accumulative part of the pension system.

Putin approved increase of expenses in education, science, infrastructure, social service and stimulation of business. Solution of economic problems is a priority for improvement of living standards.
