Russian President Vladimir Putin has granted Ilyas Umakhanov, deputy head of the Federation Council and senator from Dagestan, the Order for Merit for the Fatherland of the 4th rank, RIA Dagestan reports.
The order was granted on June 12 for development of parliamentarism and active law-making.
