Chechen leader establishes council for human rights

The head of Chechnya, Ramzan Kadyrov, has established the republic's Council for Human Rights. Kadyrov's former aide Timur Aliyev has been appointed as the head of the council.

Ramzan Kadyrov is widely criticized both in Russia and abroad for human rights abuses. World media have previously reported that Kadyrov would be included on the US Magnitsky list of officials responsible for human rights violations in Russia, who are prohibited from entering the territory of the United States or owning property there.
