Acting head of the Dagestani Republic Ramazan Abdulatipov says the Dagestani capital, Makhachkala, needs a general town planning scheme.
"Our capital is now in chaos, there is no place for a person here. We need a general town planning scheme. We should plan all construction works for 10-15 years," Interfax cites Abdulatipov as saying.
