Azerbaijani President Ilham Aliyev has congratulated Ramazan Abdulatipov on winning the presidential elections in Dagestan.
He expressed hope that the two republics would strengthen friendship and good-neighbour relations to enforce peace, stability and progress in the Caucasus.
