A possible ban on labour migration is not an answer, even though current restrictive measures are necessary, member of the Public Chamber Aslambek Paskachyov told Vestnik Kavkaza.
According to him, there are three steps to combat illegal migration. The first one is to punish businesses that force foreign citizens to become illegal aliens. This means that the whole system should be changed.
Another thing is to make the punishment for those who use the labour of illegal aliens really harsh. The current 800 thousand roubles fine is insignificant for big enterprises, so the authorities should not only impose fines, but shut down these businesses or even take legal action against the owners of these firms, Paskachyov says.
The third step is to improve the system of migration supervision. All migrants should have plastic cards to store all the information concerning their identity and background, he says.
