Pavel Dutov, head of the section for law of the directorate for foreign labor migrants at the Russian Federal Migration Service, said that the structure proposed a system where regions will inform about the need for migrants themselves, RIA Novosti reports.
The federal service would then make corrections to the needs if necessary. The official noted that Russians should remain a priority for employment.
According to statistical analysis, the construction field needs about 30% of foreign workers.
