Karimov told Vestnik Kavkaza in an interview that, even though this quota regulates only the number of those who are allowed to stay in the Russian Federation for three years (the quota for those who can stay less than a year is 1,745, which is also insufficient, he says), it's much less than is necessary for the Russian economy.
He also underlines that the new regulations prevent many migrants from acquiring Russian citizenship, which Karimov believes to be their right.
