Russian President Vladimir Putin has given his annual state-of-the-nation address at the Federal Assembly at the Georgiyevsky Hall of the Kremlin. He congratulated attendants of the meeting on the 20th anniversary of Constitution Day and reminded that the Supreme and the Higher Arbitrary Courts will merge, as part of the amendments to the Constitution.
Putin mentioned such problems as the unbalanced authority of municipalities.
The president said that new parties in Russia had formed a good basis for federal campaigns and will be worthy competitors for old parties. He noted that the Public Chamber should be a platform for professional groups.Putin said that the government should maintain peace between ethnic groups with the help of education. He reminded about his decrees passed in May and added that budgets of all levels should switch to a program budget in two years.
Concerning healthcare, the president mentioned a switch to the insurance system of treatment, improvement of preventive mechanisms. He pointed out the need to form professional communities.
Putin expressed confidence that the 2014 Olympics and the 2018 FIFA World Cup will succeed. He said that the population had increased for the first time since 1991. The president proposed a program called Housing for Russian Family to exceed the record-high housing construction of 1987. He said that a list of documents for the goals should be ready by the end of March 2014.
The president proposed taxation of companies registered in offshore zones according to common tax rules. He believes that companies under foreign jurisdiction should not have state support.Special attention was paid to compatriots abroad. Putin pointed out that higher education centers should have proper conditions for studies of compatriots and CIS citizens. He said that the USE should be organized at Russian language centers in the CIS.
