MPs of the four parties with seats in the Russian parliament will consider amendments to national counter-terrorism legislature, which may totally transform the system of terrorism control.
According to the amendments, the Federal Security Service will be allowed to check all citizens, their vehicles and belongings when suspected of terrorism. Control over the Internet will be more strict. E-mail services, social networks, torrents and mass media with comment sections will be checked for information. Website creators will be obliged to keep information about their visitors for 6 months and give the police access to it when needed.
Leonid Levin, a member of the A Fair Russia Party, said that promotion or justification of terrorism will be an aggravation to crime. Assistance in terrorist acts will be punished by 8-20 years of prison, and execution of a terrorist act will be punished with 15 years or life imprisonment. People trained in terrorist camps, involved in militant groups will spend 15-20 years in prison.
Legal bodies providing financial services for terrorist organizations will pay a fine of 60 million rubles. Unpersonified cash transfers will not exceed 1,000 rubles a day. All foreign tranches above 100,000 rubles sent to Russian non-commercial organizations will be checked.
Irina Yarovaya, Head of the Russian parliamentary committee for security and corruption control and a co-author of the amendments, said that the project was a response to the Volgograd blasts. The Russian Financial Monitoring Service, Interior Ministry, FSB took part in its development, ITAR-TASS reports.
