Ukrainian authorities won't declare state of emergency

The Ukrainian authorities are not going to declare a state of emergency in Kyiv, where prosters control several blocks in the city centre, Secretary of the National Security Council Andrey Klyuyev says.

Lawmakers from the ruling Party of Regions said earlier that they were ready to vote for the corresponding bill.
