The diplomats stress that an escalation of violence would inevitably cause "a negative effect on the process of the Karabakh conflict regulation. It would be complicated to implement the agreements of the Azerbaijani-Armenian summit in Vienna on November 19, 2013". Moscow urges the sides to take measures to stabilize the situation, including the mechanisms stipulated by the 1995 ceasefire agreement.
