Russian Foreign Minister Sergey Lavrov told his Spanish counterpart José Manuel García-Margallo y Marfil that Russia was not in command of pro-Russian self-defense forces in Crimea, ITAR-TASS reports.
He noted that soldiers of the Black Sea Fleet were located where they were supposed to be and took additional security measures.
Lavrov blames the international society’s slow reaction to protests in Ukraine.
The minister said that deployment of the US missile shield in Ukraine was speculation.
