The White House spokesman Jay Carney said that the new Ukrainian government should respect the rights of all citizens, including Russians, RIA Novosti reports.
He added that Russia could use UN and OSCE observers in Crimea to make an unbiased evaluation of the situation and enforce respect of their rights.
