On the eve of the EU summit on Ukraine in Brussels, British Prime Minister David Cameron has urged Russia and Ukraine to start dialogue, RIA Novosti reports.
He noted that the EU should convince Ukraine that it can rely on the Union and should let Russia know that any actions will have consequences.
