The Russian parliament will discuss the A Fair Russia bill on accession of territories on March 21, said Vyacheslav Nikonov of the United Russia Party, RIA Novosti reports.
Russia may accept new territories that express the will to join it via a referendum, basing on the federal constitutional law. The bill was initiated by the crisis in Ukraine.
