The Donetsk Oblast offered Kiev to sign a temporary constitutional agreement with details of authority of regions, governor elections and status of the Russian language, ITAR-TASS reports.
Social polls say that the population of oblasts wants to be an independent part of a politically stable state and expects real concessions from Kiev.
