The Finnish Minister of Foreign Affairs Alexander Stubb believes that
Russia and Georgia should open negotiations, but in order to settle
the conflict Georgia needs to improve its economic state, Georgia
Online reports.
Stubb said at a briefing with the head of Georgian Ministry of Foreign
Affairs Grigol Vashadze that the talks should be held in the Geneva
format, since the sides have an opportunity for a direct dialogue.
Stubb explained that the conflict consists of 3 stages: tensions, the
process of conflict and the settlement stage.
He also commented on the recently passed resolution of the General
Assembly of UN for Georgian refugees as an important step.
