The Russian government is developing a bill to simplify issuing of international passports for its citizens abroad. They need to visit functionaries to file an application for the passport and to receive it, which is complicated for people living far from Russian diplomatic missions, the Russian Cabinet reports.
The bill will allow people to receive passports by mail at their expense.
