The working group for social dialogue and institutions of civil
society of the Russian Civic Chamber in the Caucasus has made an
official declaration on Thursday's terrorist attack in Vladikavkaz.
In their declaration they expressed regret over with the blast that
killed at least 18 people. The declaration recalls the attack on the
military base in Buynaksk, where 4 people were killed, the murder of
the federal judge Julber Bykov, the assassination attempt on the
Minister of National Policy, Religion and Foreign Links of Dagestan
Bekmurza Bekmurzayev, murder of the Supreme Judge of Ingushetia Aza
Gazgireyeva and the Minister of Interior Affairs of Dagestan Adilgirey
Magomedtagirov. The message criticizes terrorists for involving young
people in suicide bombing and for a terrorist attack during Ramadan.
The working group emphasized that preventing violence against the
civilian population and the authorities, the prevention of radicalism
and religious-political extremism in Caucasus society should be based
on wide civil, legal and religious enlightenment, social dialogue,
taking into account of all opinions, readiness for compromises,
development of institutions of society and government.
The group urged all organizations to unite against terrorism and to
sign the all-Caucasus memorandum of peace, mutual understanding and
social dialogue. The group emphasized that people responsible for
terrorism have no nationality and religion and aim at augmenting
inter-ethnic and inter-religious hatred.
The authorized presidential envoy to the North Caucasian Federal
District Alexander Khloponin had made a speech where he said that it
is a double crime for being committed during Eid al-Fitr. He expressed
his condolences to the victims and said that the organizers of the
terrorist attack must be punished.
