Vladimir Kulishov, the head of the Russian FSB Border Service, said today that centers for Ukrainian refugees have been opened at the Russian border, Yuga.ru reports.
Belarus, according to Kulishov, has done the same. The FSB official noted that the number of refugees was rising.
