Medvedev says economic work needs to be linked to force in North Caucasus

Russian President Dmitry Medvedev believes that economic work in the
North Caucasus should go alongside work by the security forces.
Medvedev was speaking at a meeting with foreign and Russian political
experts at the Global Policy Forum, RIA Novosti reports.

Thursday's terrorist attack at the central market of Vladikavkaz
killed 18 people. 130 people were injured in the explosion.

Medvedev said that the local authorities should talk with the
population, not hide. He said the Caucasus is a complicated region and
needs a slightly different approach, taking into account its
mentality, the effect of religion, and historical peculiarities. The
president said that poverty and corruption can be overcome. Medvedev
said that one of the main problems is unemployment, as 30-40% of young
people in the region can not find a job.
